From the top 10 I read so far (up to here), this one is by far the best, not even a competition. Interesting world, good art and designs, solid pacing. Although not perfect (as nothing is), you very much seem to know what you're doing, good luck on your future works.
The premise is a bit on the nose, but the pacing is way better than the other "top" stuff here, so good job.
I don't know if I missed something, but this didn't feel like a standalone story. Why were they fighting? Why are the guys stealing, who even are they? How can they use the powers? What did the story aim to achieve? I would like to know this stuff. Also, to the art, it's really good, but you could get aways with making like 10 percent of the lines you did, most of them seem really random and in a way, they hide your skill.
This was a tough read. I'm gonna be a little harsh here, so just keep in mind that it’s all my personal opinion and I may not be right. You really tried to fit this whole long story arc into a oneshot and the pacing really, really suffered because of that, the characters, story beats and twists were all very shallow and didn't really feel worth it. You didn’t really explain anything at the beginning and I never really felt like the story was meant to be a standalone thing. The cheesy start of the protag. being super strong didn’t really add to the experience, try to create more conflict and stakes. You could draw more backgrounds because the movements were really confusing at times. Make sure to use more “show don’t tell”. One thing I would recommend to you to get better at creating stories is to read “Manga in theory and practice: the craft of creating manga” written by Hirohiko Araki, an amazing read. Modern artstyles use more greyscale, screentones, gradienst, they also tend to be a little more realistic and make a clear distinction between that and stylized panels. Just look at the top manga plus stuff to see what I mean (spy x family, dandadan, chainwas man, jujutsu kaisen, sakamoto days, My hero academia...) Also, try to take from more than one artist (for example, I like how Dandadan does folds and how Sakamoto days does action, so I try to combine that into something unique)

Copying an old artstyle is a really bad idea. 1. It's not recognizable 2. It's outdated 3. You're limiting your self to only using traditional drawing techniques
It seems really cheesy, if a girl tried to force someone to be with her that much, it would be such a red flag. The characters seem really undeveloped and the whole thing feels like an incel bait (as a lot of professional works does to be fair). You got the shojo romance feel but not the core of the genre.
All the designs seem really outdated, you barely showed any of the character's personality and even with the amount of pages you had, you failed to present anything new/of interest. I hope you know what you're doing, good luck
