so i used two sites, so first you have to make a few photos of someone or people then in each frame goes down u know??? so then take pictures of them the go to this site https://www.remove.bg/upload, ad remove the backgrounds on each of them if they have a background, you can also add a different background, so then you go to this site https://gifmaker.me/, then put the images in from up to down to up then there's a speed thing that show how fast it goes and u can change that speed, so change it till it looks like it's animated, then add it to ur profile picture. hope that this helps.
