Ok so here's what you do:
1: make a long rectangle with the square tool
2: select the rectangle and make a gradient on it (of any colors u want)
3: use the "mosaic" option to basically turn ur rectangle into big pixels
4: the pixels will be kinda transparent so just spam the "copy" and "merge layers" buttons until it's solid again.
AND BOOM YOU GOT A COLOR PALETTE???

Also ya i know you could just take the colors from the gradient but it would be less accurate so um idk just have fun-
