He's a part of an agency that solves unexplainable or bizarre cases, facing various supernatural beings everyday (like dragons, kirins, weeping women, shapeshifting tanukis like him, etc). The founding fathers of the agency can't stand seeing these creatures keep getting away with whatever bad things they've done cause the cops can't do anything to stop or catch them.
Moreover, most govt all around their world ruled that supernatural animals/beings can't work for them. They act like his kind doesn't exist or is too dangerous. This is a centuries-old prejudice thing.. more on that later
