Characteristics (Reason for becoming a Hunter, skills, items etc): Roscoe was born on an unexplored island called Surtsey on 31st March 2125 where the islands residents didn't know what happened around the outside world for centuries until the volcano and governments destroying land to build more, they vacated the island and move to another land where they learnt even more about what was going on. He saw a sea creature that was killed due to the construction in marine habitats. He became a blue hunter to fix land and save the creatures without taking their home away like his home and etc. The entire islands prevents constructions that destroy both last standing land and water, while giving people homes as well.
