If you can't read it, here I'll translate it here:
1: create lineart
2: after you are done add a new layer on top of your line art and use the "eye dropper" tool on your characters skin. After you are down add a new layer
3. Now you have three layers, your newest one on top of your base color, click "clipped" as you can now color freely without coloring on the outside.
4: I recommend using the airbrush tool on lowest capacity, while adding shadows, and highlights to the skin.
5. After you done with your final product, merge all layers to one.
