This one is relatively old, I made it for a close Deviantart friend known as "Sneshneeorfa."
The idea is pretty much a goofy thing that came to mind whilst I was in Washington DC as a birthday gift for the guy. :)
If you're not sure what it is, it's his avatar for a game called "Club Penguin" dressed up like a royal tyrant- I mean ruler of Cp.
As I said before, it's a little old.
I made it a few months ago.
So sorry if it's not "perfect" enough. :/
