This character design is based off of the idea of the saying "crying crocodile tears". She is representetive of someone who gains sympathy by faking her emotions, which is why I've left her face very neutral or even a bit happy while she is crying to show that she isnt actually being emotional. She is obviously not an actual crocodile, but i used a few crocodile/lizard like traits in her design.
