So this is the same chaos character as in my other speedart "Is this what you wanted?". When I first drew that piece I didn't know if it was going to have a story or not but I made one. It's a character who is in a toxic place (Indicated by the mask) who just watches the world burn and sometimes is a part of it and other times just sits back and watches everything go down. So just someone that is pretty evil or watches things from a distance. It's not that she can't move but she just doesn't. Does nothing to help and just lets things crumble.
