this is in a different AU, but it's supposed to be a evil version of Neon.
what happened was Neon was trying to confront Shatter Dream, but failed terribly.
Dream breaks his pen and threw it along with him, but what he didn't know is that the ink absorbed into him causing him to become UV Neon or Ultra violet.
he can take a soul and drain the magic trait and colours off with it making him stronger, then he left the empty soul shell to turn into dust killing the victim he finds.
