As mentioned before, Joe the Short outfitted the stolen Airship Chrysanthemum with a crew comprised entirely of catgirls. It's been argued that he did it for selfless reasons since he and his brother were previously freeing them from their servitude in the black market, but it's also mostly because he is a pervert. After all, he is the one that gets to pick their uniforms.
