These peeps are forced to live together in heck (nicer hell). A few of these peeps didn't deserve to go to heck and they're just there to make sure someone's eye doesn't get poked out with a pencil.
So yep they're all technically dead
Aside from basil. He just got forced there bc Zander had a lamp, but since Zander is dead basil technically doesn't have to listen to him (genie master loop hole). But sadly he's still stuck there.
