The portrait is a representation of a spirit in the Halloween night: some stories say that on this night, spirits of the dead come to earth to visit.
Darker colors and a focal faint light were used to give the idea of a spooky atmosphere. The glowing colors were the last touch to make the character look like a spirit (without a proper flash body and with a fluttering hair).
