It is happenstance of society's structure where Megiddo sought to acquire the vital skills he believed the Transients needed and Ematus Sercia to diversify itself against it's enemies by unconventional methods. Cemataur had been in the employ of the prince's in the past and not unfamiliar to Leien. One may be suspicious that the sect would allow on of it's best to be used outside the wheel-house of his forte, but both Megiddo and Cemataur have ulterior motives. Leien himself as well has his own reasons for accepting this unique assignment not entirely separate from what the assassins wish to learn.
