This is Dorian. He's Celia's cousin (he's related from her father's side of the family, meaning he's only related to her.) He's done some things in the past that he regrets and is currently working towards rebuilding his life. Celia didn't want to accept him into her life at first, but after seeing how genuine he is, she slowly started to accept him. He is possibly the only member from her father's side of the family who she finds trustworthy.
