Her name is Janien. She can manipulate every part of her body. The lines under her eyes are called "eternal tears of grief". Sometimes when a person experiences immense grief they will cry black tears and those will leave said marks. People with this mark are frowned upon, because losing oneself in one's grief is not seen as appropriate.
