This is humanized Radium!
It's inspired by the true story of the radium girls. When radium was discovered, it was considered magical and people did not know about its harms. Due to this, workers handling it became careless and got radium poisoning. That's why the character in this illustration is wearing work clothes, although its modernized. Her eyes have crosses to indicate danger! Of course there is lots of neon green inspired by radium glow sticks and its property to glow in the dark, and the neon hair is deceptively mixing in with the black hair just as people were first oblivious to radium's side effects before it showed its true nature.
