This is the antagonist for Samantha Hays. They used to be really close, but Fruit Loop was too possessive and wanted to show Samantha that everyone was a lying and only she could love her. So, Samantha ran and continued to run while Fruit Loop chases.
Her stand ability allows her to reveal one's true self and act on it. It's activated by looking at her eyes. (Still working on a name).
