Vladmir has been the defacto leader of Kolonia for centuries after the fall of Lithavania. Shrouding his role in the circumstances leading to Iris' betrayal of Requiem, those that conspired with Vladmir he made sure had too much to lose than turn against him.
Aside his honest endeavors to create a new home for the Penumbra under a new form of rule, he realized his fellowship of minds willing to test the boundaries of the known. This sect became Bal Hora, a society of practitioners of the magik artes and scholars without boundary guided by a being, the Vermilion Mother.
As it's founder alongside the Phantom Sorcerer, he headed Moon Sect and his path delved further into darkness. Learning of the likely location of Viennri Manalodia's prison, and that of the Scarlet Queen glyph and it's power, the only way to find it is through the Arcturus' bloodline itself.
His reach extends beyond Kolonia into Huema society, Bal Hora snaring the powerful and corrupt.
