The last character in the Major Circuit.

I’m going to be honest, his NES design looks like he would sound like Inspector Gadget, not the voice he has in the Wii game (where he looks much better). Also, I want to make a joke on him being a Spanish Glass Joe, since his NES sprite is a palette swap of Joe’s. That said, his first NES fight is incredibly easy if you know what to do (not great for the first opponent in the NES major circuit). I don’t know about his second NES fight or any of his Wii fights since I’ve never done those, but his first NES fight is just pathetic.
