Probably not the first Steam Man made as a fanmade Robot Master, but this is my take on it.
I kept things simple, but the main idea is that his body is a boiler and his limbs are pipes and water tanks.
He can shoot out pressurized steam from his cannon and feet. Since Megaman has those red divots on his feet you rarely see in promo art (or maybe it was X that has those? Anyway,) I wanted to make a use for that particular thing, so the special weapon you'd get from this guy comes from your feet. More utility than weapon, but I like weapons with utility.
