1. Sketch and line the eye.
2. Shade the eye lid, eye bag, water line and nose dip on one layer, on another layer, separate the eye base and apply gaussian blur. Set the eye base into protect alpha, using the eraser/opacity color function apply the areas where light hits.
3. Make another layer and set it to clipping on the eye base, Apply gradiation/shading to the eye base and optional another color preferably compliment to the eye color.
4. On top the eye and skin base, set a layer to multiply to shade the eyelid and eyeball.
