This is Oscar the dragons lil sis. Those lil dangley things hanging from her ears are her "power source" for her magic. If someone takes them off then she will loose it of course, but the lil plot twist there is that t her powers make it to where she is too spooky fast for anyone to get them. (Sounds like a Mary sue but rlly isnt) but she actually murders people, yeah. (Hooman form)
