Lightning or electrical discharge

It is better to use this on darker backgrounds, this method is more effective. But it is still up to you to decide.
I drew it "with the hand of a madman".

Layer 1) Pen (tool); Light blue, white; distant place, slightly blurring.
Layer 2) Pen (tool); Light blue, light purple, white; thinner lines and some other colored highlights were added.
Layer 3) Airbrush (tool); Light blue; highlights from lightning on the body were added. This layer is located under layers 1 and 2.
4) This is how it all looks in the picture.
