Lightning or electrical discharge

It is better to use this on darker backgrounds, this method is more effective. But it is still up to you to decide.
I drew it "with the hand of a madman".

Layer 1) Pen (tool); Light blue, white; distant place, slightly blurring.
Layer 2) Pen (tool); Light blue, light purple, white; thinner lines and some other colored highlights were added.
Layer 3) Airbrush (tool); Light blue; highlights from lightning on the body were added. This layer is located under layers 1 and 2.
4) This is how it all looks in the picture.

Magic circle

1 layer) Pen, eraser, blur, circle (tools); Orange color; using the circle, applied three circles, made a blur; made an inscription; erased excess along the contour of the hand.
2 layer) Pen (tool); Lemon and scarlet colors; applied highlights to the letters and the large circle.
3 layer) Brush 30%, airbrush 5% (tools); Orange color; applied highlights to the hand.
4 layer) Airbrush 10%, finger, eraser, pen (tools); Light purple color; applied an approximate outline of the flame, extended the flame tongues with a finger, trimmed the excess and the outline of the flame with an eraser, added highlights with a 100% pen. Moved layer 4 in front of 1,2,3.
