It does, very interesting if I do say so myself. Kind of works like vignette shading but it adds a bit more of an artsy feel rather than a photo-edited one.

ohhh I first made a full colored circle then used the splatter brush (same color as the circle) to make the splatter effect. For the inside, I just used the fluffy watercolor 3 brush (in a slightly darker color); I then just blurred out the inside and that's it!^^ I hope this helps :3
