The picture is of a charceter that represents summer. In summer there are many types of festivals and the one I chose to focus on was the midsummer festival where the farmers lit a fire and who can cross it without their pants getting burnt are considered lucky. Summer is also a time of holidays and joy so she holds firecrackers to celebrate.
